The general statement about how ‘the relationship between national foreign policy and European foreign policy has been, and continues to be, a reciprocal one’ seems to be a stronger statement than the somewhat weaker conclusions about the three policy areas examined, according to which ‘these states have at one time or another, been constrained in the actions they took or the policies they adopted’ (Tonra, 2001: 279, 285).
