Although the boundaries of the concepts remain somewhat fuzzy, it is important to appreciate the differences as well as the relationships between them. Fundamental to that understanding is awareness of the nature of culture (and, thence, requirements for changes in culture) as deep-seated in the human psyche and so requiring amendment of fundamental beliefs and values to bring about change – which, therefore, can occur only in the long term.

Overview of contents Chapter 1 provides an introduction to culture and its important for the construction industry worldwide. It begins by examining the role of construction both as a producer of outputs, mainly as producers’ goods and so subject to derived demand, and as a consumer of resources, particularly as a labour-intensive industry. The importance of construction in any economy is considered, including interactions with government as a common, major customer of the industry. The chapter examines construction in relation to the institutional frameworks of societies and the development of social and human capital and proceeds to introduce some primary concepts relating to culture and its investigation.

However, alliances may be formed for operational purposes: to increase resource efficiency, to increase asset utilization, to enhance core competence or to close the performance gap; a supplementary consideration is that an alliance form may be stipulated as the legally required structure for external organizations to operate in a particular location. Such alliances may be required to provide protective insulation of the domestic organizations and/or to foster technology transfer and organizational learning to the domestic organizations.
