Better advice for Russia would have had to be based on a much broader, more unified understanding of human behavior than the experts had available to them. These comments are in no way intended to single out neoclassical economists for blame. We strongly doubt whether experts from any of the other fragmented social sciences could have done any better; they might well have done worse. The best theories in each of these social sciences would have been inadequate to the challenge-not so much wrong as incomplete and culture-bound.

Yet the current triumphs of the economic perspective should not lure anyone into thinking that this view of human nature is entirely correct, or that institutions founded on the social contract of market exchange are necessarily the best of all imaginable alternatives. There have been, as well, some significant failures from totally embracing the economic view. Efforts to reform Russia by encouraging it to embrace a market economy through shock therapy have hardly been successful. The dot-com mania has already shown that those firms that are no more than a nexus of contracts put together solely to pursue transient economic opportunities are unlikely to flourish when the going gets tough.
